Discontinuation of UPAS Form

As part of our continued efforts to streamline processes and reduce administrative burden, the Office of Research will no longer require the University Prior Approval System (UPAS) form, effective immediately

The UPAS form was used to document when the University exercised specific authorizations granted to Pitt (expanded authorities) under National Institutes of Health (NIH) and National Science Foundation (NSF) awards.  The processes for requesting a no-cost extension or a budget modification remain unchanged. However, you will no longer be required to send a UPAS form to accompany these requests.

To determine whether a federal grant project or budget change requires prior approval by the sponsor, investigators and research administrators should refer to their Notice of Award (NOA).  The NOA references applicable terms and conditions in addition to listing any award-specific restrictions (ex: carryover of unobligated balances into the next budget period or pre-award costs).  All costs on Federal Grants must be allowable, allocable, reasonable, necessary, and consistently applied.
